py/objstr: Make str.count() method configurable.

Configurable via MICROPY_PY_BUILTINS_STR_COUNT.  Default is enabled.
Disabled for bare-arm, minimal, unix-minimal and zephyr ports.  Disabling
it saves 408 bytes on x86.
